materials were found during a security screening. a man from southern california was promptly arrested. cheryl hurd joins from us oakland international. a news conference just wrapped up. what do we know now? >> reporter: that's right. alameda county sheriffs are not releasing a picture of the watch but i did get a glimpse at it. it is silver in color. it had wires coming out of it. it had a toggle switch on it. the man arrested called it art but it did not look like art to me. here's a picture of the man arrested. his name is jeffrey mcgann. 49 years old from southern california. police say he was here for a one-day trip. he flew in around 11:00 and attempted to fly out at 7:00 p.m. tsa officials flagged the watch down as he was going through screening. they said it just didn't look like. listen into j.d. nelson with the alameda county sheriff's department. >> why would anyone come to the airport with a watch with wires coming out of it, a toggle switch, fuses, a circuit board and think that was okay? that's not okay. the totality of the situation made the deputies arrest him and he w

about 8:00 last night. this is what our sources are telling us. the man has a southern california address. he tried to board a southwest flight to los angeles. he was going through the checkpoint here when tsa inspectors noticed suspicious items in the bin where he put his carry-on bag. they found components of an ide. an improvised explosive device, a watch with wires, fuses and a toggle switch. all the components were there except for the explosives. they then look at his boots and he suffered layers into his boots just like the shoe bomber richard reid had done. they notified sheriff's deputies who took him into custody. they examined the material. the f.b.i. was notified. sheriff's office tells us the man claims it was an art, a piece of art. we are still trying to find more details about this story but that the very latest here from oakland international airport. >> cheryl: at san francisco international airport there were weather flight delays. there were delays on flights arriving this morning from the northwest where the weather is already wetter. >> kristen: we're not dry

wounded after a shooting on the campus of the university of southern california. one of the victims was critically wounded. three others suffered non-life threatening injuries. the 100 people at a students only party were shot inside and the campus wide e-mail alert was sent. gramm spaniard was charged with perjury and obstruction of justice related to the jerry sandusky trial. sandusky was convicted on 45 counts of abuse last june and was recently sentenced to 30-60 years in state prison. thousands of people are waiting in long lines to get on a city bus into manhattan. this is incredible video from brooklyn. it shows thousands of people waiting patiently to get on the bus. these people would normally take the subway, but today, this is their only option. there is a steady stream of buses, but with limited transit service, it is not enough to move quickly. a water main break has shut down the 1800 block -- morgan state university will be partially affected. still to come, we will give you more on that at 5:00. still to come, and sam's club is reaching out to those impacted by sandy

're not alone. back in 2003, safeway and its southern california von's stores paid fines following two separate lawsuits for overcharging. the judgment in the lawsuit, if either store charges you more than the lowest advertised price, in most cases you're supposed to get the item for free. >> in all the years i've called them on this, i've never gotten the item for free. >> they just kind of unhappily give you the difference. >> reporter: according to the department of weights and measures, that would be a direct violation of a court order. >> except for a few items like alcohol, dairy products, tobacco, if the items is priced less than $5, you have the right to have that item given to you for free. >> reporter: and he says if you're overcharged on an item over $5, safeway is supposed to give you a $5 gift card. that was the punishment issued after a multicounty investigation found the same thing back then. we're still finding it today. widespread overcharges. we went undercover shopping at five safeway stores in three counties and not only were we overcharged five times, not a single store off
